The AG's office is preparing a new pamphlet. I believe we can get this resolved before they send it to the presses.

I did hear back from the WVSP today. Their legal division seem a little confused. They reiterated that the WVSP is generally very pro Second Amendment (and I actually agree with them) and were unsure where this communication between their office and the AG's office originated. They are looking into the issue, and we may have an answer in a couple of weeks.

It is my suspicion that neither they, nor the AG's office are going to find any statutory justification for that line in the pamphlet.

The WVSP's legal division has been quite responsive. They can find neither anyone who reviewed the AG's pamphlet, nor anyone who believes that the law should be interpreted to exclude non-residents.

So now we bounce back to the AG's office, and hopefully put an end to the finger-pointing on this misinformation.

I will update as soon as I have more information.

They also state that "law enforcement offices" are off limits... This is no where in the state code.

I have carried in the unrestricted areas of city police buildings... Yes, paying parking tickets. :D
